The 2001 UNDP report dates formation to that month and describes the provisional charter’s commitment to Somali unity. Walter Kälin’s 2010 UN mission report likewise places the declaration of an autonomous region within Somalia in 1998.¹ ²\n\nThis resolves the bounded source question raised by the World Bank report’s 1993 date and its 1998 “independence” wording. Use the UN reports for the formation statement and keep the World Bank wording as source provenance. This correction does not determine current political status, territorial boundaries or any particular displacement event. The original 1998 charter and an exact formation day were not inspected or accepted here.\n\nThe UNDP report names Mark Bradbury, Ken Menkhaus and Roland Marchal as authors, with Bradbury also coordinating editor. Its methodology combines existing studies and interviews.       "reviewed_note": "# Three Gorges — later evidence for authoring\n\nThe inspected sources support compulsory relocation and uneven livelihood outcomes. **The event’s saved 1994–2012 endpoints and a fully reconciled final displacement total remain unresolved.** This note supplements the corrected Cernea citation; it does not change the frozen event.\n\nThe State Council’s 2001 regulation required people and organizations designated for relocation to move; Article 31 prohibited refusal or delay, with sanctions addressed in Article 58. Articles 3, 5 and 7 set out livelihood-restoration goals, compensation and subsequent support. These provisions establish the policy framework, not whether each household received adequate compensation. The consent clauses in Articles 12 and 18 concern household-registration conversion and joint house construction, respectively; they do not make the overall relocation voluntary. The regulation was promulgated on 15 February 2001 and took effect on 1 March, replacing the 1993 regulation. The National Energy Administration’s 19 August 2011 page date is a later hosting date.¹\n\nThe National Audit Office reported **1,296,400 people** in its relocation-and-housing category by the end of 2011, against a plan of **1,245,500**. This is a government-reported administrative total with a stated cutoff, not an independently reconstructed census.
