# UNHCR bibliography review apparatus

These are the main-agent editorial review notes accompanying the metadata.
Internal JSON filenames identify the retained review packet; they are not
additional public downloads. Public source URLs replace private PDF locations
in the calibration locators. The applied fields appear in
typed_metadata_overlay.json. FIELD_EXCEPTIONS.json and PASSAGE_FOLLOWUPS.json
preserve unresolved work. Raw source PDFs and browser captures are not included.

# UNHCR metadata — Fact-Check and Revise v2.8

Main-agent review, 2026-09-09. This is the first editorial round for this packet,
not an independent historical or statistical review.

## Intake and scope

Venue: Craig’s Taking their land site and downloadable bibliography. Composition
and factual metadata correction are authorized; this is model-assisted work.
Sources are the actually inspected browser headers, exact-title alternatives,
and thirteen downloaded PDFs with title, credit, imprint and disclosure pages
read. Original source occurrences, scores, historical narratives and stable
work/access IDs are outside the changes.

## Findings

**Correct.** The 46 candidate identities agree with the observed source titles or
explicitly identified document components. Thirty original HTML pages displayed
readable source headers; thirteen original PDF URLs yielded the documents
inspected. Three missing original links have accessible matches to titles
explicitly named in the original recorded labels. Those matches are represented
as matching access routes, not observed redirects or recovered historical bytes.

**Overstatement avoided.** Spokespersons are kept as quoted speakers. A host logo
does not make Nicholas Morris’s memoir an institutional history. The Burundi
evaluation and South Sudan report retain their own author credits and
disclaimers. The shared UNHCR book page supplies container credit, not newly
established personal authorship for each chapter.

**Wrong or unverifiable.** Six requested fields remain unresolved: the Plain
Savo attachment’s date and caption author, publication dates for the Syria fact
sheet, Morris memoir and Hammond discussion paper, and the Sudan appeal’s exact
publication date. The earlier indexed 2013 Hammond date is not adopted: the
downloaded paper describes an August 2014 meeting as forthcoming. This review
does not infer a replacement publication date from that passage. Hidden text
extracted from the Sudan PDF refers to an unrelated 2021 vaccine report and
January 2022; the rendered contents page does not display it. Those strings are
excluded from appeal metadata.

**Source quality and access.** Web headings and credit roles are source
self-description, sufficient for the bounded metadata claims made here. They
are not independent confirmation of historical claims. The original Ituri and
Plain Savo URLs remain recorded as missing. A matching source title does not
establish byte identity with a lost page. The PDF files are retained privately
with download receipts and hashes. Browser HTML observations are explicitly
transcriptions, not complete raw page archives. Public archive URLs were not
created; web-header verification is date-bounded to this inspection. Earlier
blocked fetches and incomplete portal inspection remain in the evidence trail.

**Structure.** Magazine articles are identified within their issue containers;
book chapters remain separate work/access records. The whole repatriation
document is not renamed after its Tajikistan section. The Hmong regional routes
retain their two original IDs and their different displayed speaker credits.

**Register.** Titles supplied by sources can contain advocacy language; that
language is attributed as a title and does not become the bibliography’s own
historical conclusion. No score, refugee legal status, causal motive or evidence
hold is newly decided here.

**Attribution.** Printed authorship takes precedence over conflicting PDF file
properties for the Morris memoir. The memoir’s author-view disclaimer, the PDES
evaluation disclaimer and the South Sudan commissioning/disclaimer statements
are retained. Cover photographers, language editors and designers are not
promoted to prose authors.

## Grounding and disposition

Consulted sources and locators travel in IDENTITY_DRAFT.json, bound to
BROWSER_HEADER_OBSERVATIONS.json, SUPPLEMENTAL_BROWSER_OBSERVATIONS.json,
PDF_METADATA_OBSERVATIONS.json and the thirteen files recorded in
PDF_DOWNLOADS.json. The source observations were read during this work, not
supplied from model memory. Rendered pages were used to resolve layout and
hidden-text ambiguity. The original selection and source-occurrence inventory
remain the identity and citation-history authorities.

The proposed typed metadata may proceed to Tells and Calibration with the six
field exceptions and access limitations preserved. No requested field has been
filled by guessing. The Iraq source’s 2013 date versus its inherited 2006–2008
topic label warrants a separate passage follow-up; a date difference alone is
not a finding that the historical citation fails.

The original inherited labels are often topical descriptions or mixed-source
notes. Replacing them wholesale would be wrong. The revision is the separate
typed candidate metadata in IDENTITY_DRAFT.json, with exact titles and credits
where observed. Its metadata access date is 2026-09-09. These findings and the
following audit are companion apparatus for the eventual downloadable result.

# UNHCR metadata — LLM Artifact Tells v2.7

Main-agent second round, 2026-09-09, after the Fact-Check findings. The venue and
model-assisted provenance remain as stated in ROUND_1_FACT_CHECK.md. This pass
reviews the proposed typed fields, source links and metadata notes. It does not
edit the preserved historical source labels or the source documents.

Tier 1 searches found no tracking tags, backend citation tokens, placeholder
text, leaked writing blocks or wrong-host source URLs in the proposed output.
No DOI or ISBN was added; there is therefore no new identifier checksum or
resolution claim. Access dates are the actual 2026-09-09 inspection date.
TELLS_MECHANICAL_CHECKS.json records the executed search and its input hash.

The original generic source labels are not fabricated publication titles in
the new fields: the typed titles come from source headings and title pages,
with magazine and chapter containers separated. Bibliographic title assembly
uses ordinary punctuation and retains the displayed strings separately where
needed. It is not presented as a verbatim quotation of historical prose.

Tiers 2 and 3 show no new significance claim, manufactured consensus or causal
join. Discussion of source limits belongs in this metadata apparatus. It is not
a research log inserted into a historical case narrative. Source titles using
words such as emergency or neglected remain attributed titles. They are not
the reviewing model’s own rhetoric.

For Tiers 4 and 5, lists and tables serve the reference-record format. Proper
names, institutional acronyms, supplied spelling and exact source-title wording
were retained. No discretionary style rewrite would improve these records
enough to justify changing source strings.

## Revised artifact

REVISED_IDENTITY_CANDIDATES.json is the resulting candidate text, unchanged
from the fact-checked draft. No replacement historical prose is composed.
The eventual publication carries the main review, exceptions and method notes
as accompanying apparatus. Cleaning the text makes no claim of human authorship.

All 46 records are covered without sampling, including their typed fields, attribution roles, date precision and source limits. The six unavailable field values and two unmerged relations have separate rows. CALIBRATION.json binds every identity row to its full audited fields and source bindings; the compact claim label below identifies that complete record. PDF excerpts preserve the extracted source characters; line breaks are displayed as breaks. Browser excerpts are explicitly recorded source-header transcriptions.
